Notifications stopped working after restore

I have a 3GS working on 4.2.1. I did an untethered jailbreak, but unfortunately, it sucked, so I've restored it to stock 4.2.1.

My device is officially unlocked. After the restore my notifications stopped working. I've downloaded some applications which test the status of the notifications and it was confirmed that it's not.

What could possibly done that? How can I get it back to work? I need to authorize my HeyWire too and it can't be done without notifications working. Please help me
