iOS 4.3 new "hotspot" feature, will it enable WiFi iPad to connect to iPhone?

With the iOS 4.3 supporting "hotspot" for bluetooth, with this enabled on my iPhone 4, will I be able to connect to the hotspot from my iPad (basic 16gb model; with wifi only) ?

My coworker has the beta, but for some reason it only showed Bluetooth. He is using Iphone 3G, is wifi maybe only supported in Iphone 4?
