I have a simple question to ask you guys, I wonder why are the SBSetting and Keyboard stay the same when I applied it on my iPhone 4? It is so weird.

If you are asking

Why do your SB setting and Keyboard stay the same when you put a theme on your iPhone4 ?

Well

SBSettings needs to be activated in SBSettings it's self Just select the theme you want in SBSettings.

The Keyboard will only work if you have iAccess China installed on you phone and you have to get that from Cydia at a cost of $15.00

You need iAccess china 4.7 or 4.8 and yes its free for 30 days they you have to buy it other wise the enter key stops working.

You would download the China version. You would have to add the repo from Cydias front page.

There are loads of threads about it, Have a look in the themes section i am sure there is one about keyboards

ok, now this is weird. i downloaded the version 4.8 for the iPhone FW 4.1. when i clicked the iAccess, it loaded everything, but there was a pop-up message; when i clicked the message it quited. very odd!! Help please!!! Thanks....

When you first down load it and load it up it will Quit out, You then have to reboot your phone and it the should work properly.
