newb question about data plan

alrite so i have had an jailbroken iphone 3g for few months now. i got it from one of my friends and i jailbroke it within few mins when i got it. next thing i did was installed sbsettings and turned off 3g and edge for data plans so i wont get charged extra and life has been good ever since.

now lately its been crashing/freezing very often. so i just wanna get rid of jailbreaking and use it clean. hence, is there any way to bypass activation for data plan? i saw something under General->Settings->Network and on/off for cellular data and 3g. so if i reinstall ios and go to settings and turn off cellular data and 3g, will that do the trick and not activate my data plan?

I just tried it by turning off data and wifi and safari said that it could not connect to a server, non of the other app work either. So yes!
