Organize themed iPhone from iTunes?

Not sure if this is common, but I'm attempting to organize my home screen from the PC and it continually either resets, or doesn't take hold once I sync.
The only way for the changes to stick for me is if i edit them from the phone itself. Any solution to this?

Sidebar, I do have Cydia enhancements installed.. ex. infinifolders, infinidock, graviboard, gridlock etc.v

its probably gridlock thats the problem as i have it an cant edit apps location from pc either
