Theme help Icons

Hello, I was wondering if there were like HTML files that could change the icon images of an app, like there are themes that change the background according to a certain amounts of seconds in the HTML, can the same work for icons?

Good question i am going to say no. But i am not 100 percent it might be able to be done, but i dont know how stable something like that would be if every app changed every few seconds and battery life would go to crap.

I mean even if it was the standard 13 or what ever apps still a lot for the processor to handle every few seconds.
