Reinstall it, make sure all the folders created are deleted within Categories, then uninstall.

That's the first thing I did. And I even went into iblank and clicked on the delete all button, but to no avail. I have had so many probs on this thing and this has been the hardest one yet.

Hm, weird. Do you know how to SSH into your device? You can manually delete the blanks that way.

SSH in and navigate to var/mobile/library/webclips

Delete anything in the folder to remove the blanks.

Good idea though wil they stay permanently deleted? I need a working fix since I am working on a theme that needs a certain number of pages. Thank you for your help, I really appreciate it.

If there are any webclips within that folder, deleting them will permanently remove them from your device. The only reason if they return is probably an app or theme or something that you have installed that will keep bringing them back. If that's the case, you'd have to go through Cydia and remove anything recent you've downloaded that might be generating the blanks. But I'm sure if you don't have anything re-generating them installed that manually deleting them via SSH will get rid of them for good.
