error 3149?

so i recently got an iphone 4 from my friend who is having problems restoring it, thinking i'd be able to fix it. it has a passcode that i dont know and neither does he. what should i do? i tried putting it in DFU and restoring but im getting the 3194 error, and stops during the verifying restore with apple. any advice? thanks in advance!
