Help: Download / Upload

I would really like to be able to download torrent files and then upload them to my seedbox. Both of these proceedures can be done through html in a web browser. Is it possible to do this on an iOS device? I am on an iphone 4 running iOS 4.1 and Jailbroken.

Safari download manager to download the torrent file, then iFile to move the torrent into the drop box folder, then upload via drop box
