Help!! Accidently deleted cydia app on iphone4

I deleted cydia and im trying to reinstall the app, ive tried using winscp but cant transfer files as it says:

host not connecting for more than 15 seconds

Do i need openssh on my iphone4 to establish transfer???
if so how can i install openssh without cydia on iphone
is there any alternatives?

You may have to rejailbreak and I'm guessing you used jailbreakme last time try going back to their website if that doesn't work you might have to restore your phone
