An app to make the iphone 4 a bluetooth headset?

There are a number of devices you can purchase for home phones
to make them compatible with a bluetooth headset.

I'd like to essentially answer my home phone with my iphone
without using minutes.

If there is an app to make the iphone itself function like a
bluetooth headset, then it can be paired with a bluetooth home
phone transmitter.

Does anyone know of an app which does this?
Or perhaps a place where developers are looking for new ideas,
that I may submit it?
