should i upgrade to 4.1?

Im on 3.1.3, should I upgrade to 4.1, since a new jailbreak is coming out? Or are a lot of Cydia apps and themes not yet working for 4.1 yet?

Yes you can upgrade but if you need to unlock, use Tinyumbrella to upgrade so you can keep your baseband intact and you can unlock while they release a new mothod to unlock the new baseband. Go to Tinyumbrella website and read how to do it. Don't forget to save your SHSH just in case.

What device are you using? For the older ones (iPhone 3G etc), I don't think it's really worth upgrading. You won't benefit from most of the features so it'll be pointless, and as you say, some Cydia apps/tweaks haven't been updated to work with 4.x yet. If you are on a new device then yes upgrade. But like javiert30 said, if you need to unlock using ultrasn0w then don't upgrade via iTunes. Use TinyUmbrella, Sn0wBreeze, and I think Redsn0w preserves the baseband too. It really all depends on what device you are using.
