All it means is that Apple stopped signing 4.0.2 so Saurik updated Cydia to go ahead and grab the shsh blobs for 4.1.

There is no relation between this and the release date for SHAtter.

That's strange, I don't see mine in Cydia but used tiny umbrella( latest version) on the day 4.1 dropped

I updated to 4.0.1 with tiny umbrella and blobs. I just checked cydia and have no blobs after 4.0.1 do I need to do something to make them appear? Do I even need it? Thanks

You don't need to do something, but you can use TinyUmbrella to force Cydia to save blobs past that. In fact, I'd recommend it, as it would seem that Cydia missed the opportunity to save 4.0.2, and you don't want it to miss the window for 4.1.

Download the last version TinyUmbrella 4.1.4, connect your iphone, open TinyUmbrella 4.1.4, check on advanced options and in request version, choose 4.1 for your device, then click on save my SHSH, let it do the thing and you are done. You don't have to have iOS 4.1 installed on your device to make the request.

Yes you can save blobs on non jailbroken iPhones
