Weird Small Screen in Corner

Is no one else getting a small window of the app instead of a full size? Similar to when that iPad app was supposed to load all apps full size and then it would just give you the small window in the left. So not similar, exactly the same issue. Help.

All apps. Right now in safe mode. But when normal, all apps, even my intelliscreen goes to small screen, to the left.

Wow, that's a first time I've heard of this. I know that when I modded netflix to work on iPhone it was doing that kind of thing also but besides that it's new to me. I look around and see what I find.
