I use "Remove Recents" which only allows apps that actually use the built in backgrounding in iOS4.

The app your looking for is called "Disable Multitasking"

    They're both available on Cydia!

I use RemoveBG. Makes it clearer to get rid of the stuff with 1 button. The disable multitasking kills it altogether.

There is now an app in cydia that kills iOS multitasking. It just showed up in cydia for me today an is free. I saw it when I was installing nospot(it gets rid of spotlight).
