3G unrestrictor and MyWi

Now from what I read online 3G unrestrictor and MyWi are great. I am new to jailbreaking and buying apps from Cydia. Just to make sure, I buy these apps through Cydia? What happens if I restore or get a new phone how do i keep the license for the app?

I had a 3gs and when i got my iphone 4 im pretty sure i just re-download the apps i purchased on my previous phone it auto transferred the app license as long as u used the same log on and email.. but i have a friend that had got a few apps blacklist i think was one that will not transfer to a different phone, so check what apps u buy most will say if the license will transfer to a new phone
