Free Text Messages Internationally

I heard that there an application called chime where you can get free text messages to international countries. Is anyone aware of such an app?

I simply use Yahoo Messenger. I work abroad and use yahoo to send and receive txt's. Just open yahoo, enter the phone number with a + in front of it and send. They can respond to the sms they get. No phone number attached, but it works so long you have an internet connection.
