coulpe of questions...
I have a couple of quick questions…
I’m on 3.1.3 (3gs) bootloader 06.04 is it possible for me to upgrade to 4.0 and jailbreak and unlock?
I have a sim card from at&t that is not activated, will the work to activate the phone in iTunes after upgrade? (t-mobile customer)

Yes. You will be able to upgrade to 4.0 and successfully jailbreak and unlock. However, I don't think that an unactivated card will work to activate in iTunes. If I were you, I would just borrow a friend's for the few minutes you need to jailbreak and unlock.

An inactive SIM should work fine.
