Volume level issue?

I have a 3gs.. I think I'm going border line crazy but the volume rocker won't goto zero (shows one white dot) I def don't remember this doing this.. I swore I could have no white dots .. I know I can goto vibrate through switch... But the other issue is annoying me lol..
