I am confused at to whether you can buy an unlocked sim free iphone 4 from the apple store.

Yes, in the UK you can buy an iPhone4 off the shelf sim-free from £500 from an Apple Store.

Not sure the situation in regards to non UK.

Nope. I think the best you can do is "commitment free", but it's still locked to AT&T. You just pay full price for the phone, and don't have to have a contract with AT&T. But you still have to use it with AT&T. Until the unlock comes out, then you could buy it commitment free, unlock it, trim your T-Mobile SIM down to MicroSIM size, and use T-Mobile. Too much effort IMO, I'd rather stick with AT&T personally.
