Custom imitation SHSH Blobs?

It seems to me that there is some consistent format that could be emulated to put a created imitation SHSH blob on a friendly site like Cydia.

If I have SHSH blobs for 4.0 and 4.01; can't some enterprising programmer custom create a SHSH blob for 3.1.2 from that information? Where the 4.0 SHSH blob has "4.0" can't one simply put in "3.1.2"? Or does that "4.0" entry generate some sort of key that generates a control number of some sort?

Can't we get around the version number difference?

There wouldn't be much point in Apple implementing SHSH certificates if that was the case, would it?
