permision change prog

hello guys and gals

im trying to follow a guide to delete all the languge packs that are not needed.
i need to change the permissions on a file fore i can execute via terminal.
my normal ssh client ifunbox does not allow changing or permissions, and i am unable to use winscp via usb as it keeps saying connection failed, i also have no wifi.
is there any other prog for windows i can use to change the permissions of a file ?

You can change file permissions via terminal.
