Default Prepaid Plan with iPhone no data??

My friend has a iPhone and he uses a prepaid sim card. Phone and text work fine, but data does not. Is there anyway around this?

It's on the AT&T network, it doesn't allow connection to network. It picks up the 3G network as well. We tried the sim card in another phone and you can surf the web, but it doesn't allow it on the iPhone. I was wondering if there might be a work around.

Will the data stuff work over wifi? I'd sign a contract promising to never burden the network with a data request and rely on wifi for the apps if I could get tmobile to just work as a phone. 3GS awaiting the 4.0 jailbreak.
