New Guy Needs Assistance

First off, let me go ahead and apologize in advance if this isn't the correct forum to be putting this. I'm extremely new to the world of iPhone customization and modding. But if you know the answer to this or know how to help please help me. If not thank you for your time.

I recently downloaded a theme through Cydia called Surreal. In the screenshot it provided it showed an HTC time/weather widget towards the top half of the screen and all of the icon's below it. Now I know how to arrange the icon's but I don't know how to arrange the icon's to where they do not automatically go to the top left of the screen. I would rather them stay on the bottoms towards the dock so the widget isn't blocked by the icons. If you know what I'm talking about can you please elaborate for me.

You need to download an app from Cydia that makes invisible icons, I forget what it's called though. ):
