Setting up iphone as new device....

Does anyone know if i restore my iphone 3G and set it up as a new device, can i still get all my messages accounts and pictures , etc restored to that "new device"????

the reason i would want to do this ridiculous step is the upgrade to iOS4 has destroyed the phone, it has so many bugs, but most importantly i cant use exchange or access the settings=> General. Ive read pages upon pages of apple forums and the only method that seems to work is to restore and set up as a new device.

i dont wanna lose my sms,mms,accounts,ect

No u gotta restore and backup from one of your previous backups or else it does it as a new device nothing on it no apps, ringtones or contacts etc.
