Can we buy the $299 iPhone 4. Have it shipped to our homes and not activate it but unlock it and use it on other carriers.

Thats what I did when 2G launched. I went to the store, bought it on "contract", got home and unlocked it.

Does this still work? This is for UK btw.

You are wanting to use a different carrier? If you buy it on contract for the discounted price you will have to pay an early termination fee to cancel the contract.
