3gs screen wont turn off (sleep)

The phone is a early boot loader 3gs running 3.1.3 with baseband 04.26.08.
Jailbroken, unlocked etc. Works great EXCEPT:

When I get a text message or any push notification and the screen comes on to notify me it will never turn back off unless i manually push the power button. Same thing happens when I plug it in to charge. The screen comes on, tells me its charging but wont turn back off unless I push the button.

When I try to restore to a custom ipsw in DFU mode I get error 1600.

Is there a manual way for me to fix this? I dont mind command line work I just need to know what is wrong and what to change. Any ideas?

Go to settings then general then down to auto-lock and check if you have auto-lock off.

autolock is on and set to 1 minute. It will auto lock. But if its locked and I get a txt the screen wont turn off unless I do it manually.
