Restoring from backup is not recommended. It causes many issues because it kind of confuses the system for jailbroken phones. It is always best to setup as new.

So if you set up as new, how do you go about getting all of your contacts back? Do you have to add them back manually?

If you sync before you wipe and setup as new then you can resync them after you setup as new.
