I doubt it does anything to the battery if it's turned off. Maybe someone has a more certain answer though.

No, OpenSSH is not a battery killer ONCE it is turned off. If you keep OpenSSH on, your battery will drain at an incredibly faster rate, you'll be able to notice it draining.

Yep, my OpenSSH is always off unless I need it to do something.. When mine is off, the battery drainage is normal, not faster nor slower

This isn't true for me. Battery drain is exactly the same whether SSH is turned on or off.
According to developers, there isn't any drain at all. That's because SSH is a 'sleeping' task that only gets activated when one connects to it. It doesn't constantly listen and therefore don't drain battery.

SSH does NOT drain battery when not in use. The SBSettings toggle is nice so that if you are on an open wifi, no one can try to ssh into your device. It really doesn't conserve much battery
And it will be like a taco inside a taco within a Taco Bell that's inside a KFC that's within a mall that's inside your dream! Springboard screwy after reboot? Here is the fix

ssh is ran by launchd as an on demand service. Only when someone tries to connect will it launch ssh. Turning it on and off only tells launchd whether to launch it or not when there is an incoming connection.
