Go to Settings/General/Restrictions and see if it is there...

If you have the Mail app hidden off the springboard or into a category the settings menu for it goes away.

Smile email missing from settings on iPhone 3g

the exact same thing happened to me. My password was updated on one of my email accounts so it was no longer receiving email on the iPhone. I went to settings to look for the mail option and it was missing. Through a variety of different forums I discovered that the problem was happening within my Winterboard. I went into the the Winterboard app, scrolled down and found "Extended Preferences" which was checked. I simply unchecked that option. when I returned to settings, everything was back, my mail, calendar, messages, etc. Wuite simple. Extended preferences must have been checked when I downloaded a recent App update or something.

I disabled my extended preferences, the mail settings came back. After i adjusted the settings i needed, i just re-enabled extended preferences, it is under winter board.
