I can not delete apps???

ok so I have iphone 3GS and hold down on the screen and nothing happens??? it doesnt wiggle I can't move apps around...nothing happening

anybody know what I can do?

strange, try restarting your iPhone

There's an app from cydia that prevents the apps from wiggling.. are you sure you didn't install that at one point?

I think it was SpringLock or something ... not sure though
