Is there a 3.1.2 pwnage tool for windows?

I was all excited today about updating my firmware to 3.1.2 for my 3g iPhone with tmobile carrier using 3.0 w/tethering but to my supprise the new pwnage 3.1.4 was for mac os not windows. Is there a windows based version and can I still use my tethering if I upgrade to 3.1.2?

I saw a website called iPhoneModem - fast and easy sharing of iPhone's Internet connection that said you can tether with the app on 3.1 and up is this true?
