help with Cydia

once i download something from cydia how do I apply the apps that i have downloaded?

changing the icons. bigboss fantasy..... for one.
another one is iphone-Notes.de.source

The only Fantasy Pack by Big Boss that I see is a wallpaper pack that is activated in winterboard.
The other seems to just be a source as it gives no information.
