Depends on how your going to jailbreak. If your using Blackra1n then it kinda doesnt matter. I would jailbreak first.

jailbreak first, and if you can set up as new and then sync your info to the new iPhone

Ok so I noticed before I brought my old iphone back the options on iTunes were "Backup to Ryan's iPhone" or "Backup To a New iPhone." So what u are saying is I should backup to a new phone and not to Ryan's iPhone right? Thanks again.

Its better to do "new" HOWEVER, you have to understand that in doing so its not going to resync stuff like your sms messages and whatnot.

Otherwise you'll need to restore using your backup of your old phone....there is just a chance the backup file could cause the phone issues.....if that makes sense.

Jailbreak using PwnageTool. You will probably not be able to unlock your 3GS because the baseband (modem FW) is most likely 05.11.07.

It uses a simple implementation of the usb control msg hole found by chronicdev, geohot, and our very own gray. (Update: please make sure iTunes and iTunesHelper are not running when PwnageTool asks you if your 3GS is already jailbroken/pwned).
Be aware, that new iPhone 3GS manufactured just recently have an updated bootrom that are NOT jailbreakable. Hopefully, you did not get one of these units.

@chrisquade I think the serial # is still printed on box so avoid those with with digits 4,5 later than "39" or so

MuscleNerd is saying to avoid iPhone 3GS that have a serial number where digits 4,5 are higher than 39. For example: (S) Serial No. 81839NAEY7H - this one is OK.
