You have to activate the phone with iTunes first before you jailbreak. If you jailbroke with a custom firmware you have to use expert mode and make sure the "activate" box is unchecked.

Just a question - if you use AT&T and you check "activate" - the phone won't work? However, if you plan on unlocking for T-Mobile, you *must* check "activate" - or the phone won't work? (unless you have an AT&T sim lying around...)
Just curious.

Yes, but make sure than the IPSW you've created with Pwnage Tool does *NOT* have the "activate" box ticked. After you've restored from the Jailbroken IPSW plug your phone into iTunes and it will activate normally.
cheers
