I assume it doesn't help YOU b/c you are on a PC. At the moment the program to jailbreak 3.1 only exists for Mac. Your only option is to search and download a custom 3.1 ipsw built by Pwnage Tool. This will have to be done on Google though as links to custom fimrware files is illegal.

2..... you should see a box well more like a rectangle and if you click on it. you will be able to type words.......NOW HERE IS THE REALLY HARD PART type in 3G[S]custom 3.1 .ipsw....
