What is the name of program/app that lets you arrange icons through computer?

iTunes 9 + OS 3.1 for NON-jailbroken phones

Movement for jailbroken phones (OS X 10.5 or above)

To use the iTunes app organizer, both iTunes 9 and 3.1 are necessary. But you don't want to update to 3.1 if you have a 3G[s] iPhone yet. If you have a 3G, or 2G, then you can jailbreak 3.1 using pwnage and use the iTunes 9 and 3.1 iTunes app organizer

Movement app is for OS X 10.5 or higher, therefore it won't work on your Windows XP.

you can't get them anymore, except you are not dependant on an unlock OR you stored your ECID in cydia

The best way to do this as of right now, would be iTunes 9. Otherwise Google is always a friend.
