So I just put that file on my iphone somehow (Ill look up how) and tethering will start working even if it is a 3gs? Why is everyone saying it breaks tethering on 3.1?

Because they do not have this custom ipcc. Download the custom ipcc by StealthBravo
Step 1: Quit iTunes
Step 2: Click to launch Terminal from the dock or from the Applications:Utilities folder.
Step 3: Enter the following command into the Terminal window:

defaults write com.apple.iTunes carrier-testing -bool TRUE

Step 4: Connect your iPhone and click to launch iTunes from the dock.
Step 5: Select your iPhone from the list of devices on the left then hold down the Option key and click theCheck for Updates button.
Step 6: Now you can now select your .ipcc file as it is not greyed out

You wont need to restore. You can put the official ipcc back on the phone by following the same procedure.

Edit: /private/var/mobile/Library/Preferences/com.apple.MobileInternetSharing.plist

Change State from 1020 to 1023 and reboot. That will enable the tethering toggle but when you go to activate it, 3.1 tries to validate the signature and kills the toggle if it can't.

Ok well it says carrier 6.0 now but I dont see a tethering option anywhere

Do a hard reset on your phone by holding the home and power buttons

You may also need to reset the network settings in Settings->General->Reset->Reset Network Settings
