Whats a good program to make Ringtones and adjust volume as well?

For Winbox a program called "iRinger" works great. Its free, allows you to use any song from your PC and cut it to your ringtone then automatically throws it into your itunes ringtone library.

As for volume (db) boosting, any audo program....I used to use Audiocity on Win. Now I use garageband on mac.
