i downloaded it straight from here. its not in cydia (either its not available there or i just dont have the correct source. idk) im on glass orb.

Now I see why it wouldn't work for you. What you downloaded is an add-on for the original dialer. So you only had parts of what you needed.

Retro Dialer.theme.rar Here's the file. You can extract it and then drag it in Winterboard and activate it there.

Just put the file I sent in themes folder, respring, open winterboard put a check by it, and call me Aunt Sadie.
