What exactly does jailbreaking allow. I mean like compared to what a modded xbox will allow. One the xbox you could program whatever you wanted. Like a dos emulator and whatever you wanted really. Is the level of hack the same on the iphone as on the xbox?

Obviously it won't be since the iPhone has much less power to work with, but there is still a lot of customization and third-party apps that run real well.
For example, most phones have no problems running a NES/SNES/Gameboy emulator but you're not going to be able to do anything really super-intensive where the sky is the limit like on a modded box.
What about some king of completely different "dasboard" like a hacked os what allows multi-tasking natively and easily. On the xbox, you had many choices as to what was you front-end. Is jailbreaking a less complete hack compared to the xbox? I know the hardware is different. But the iphoen does have twice the ram and about 2/3 of the processor. I know the video processor isn't close to the xbox. It seems like the native os uses way to much memory compared to it's total memory.

Well there's always themes via Winterboard and a lot of really different looks can be accomplished using that nowadays, but no real completely different type of third-party interface is actually possible like on the modded boxes.
Jailbreaking would probably be considered a less complete hack than a box in this case just because the jailbreak only really allows for running of unsigned programs as opposed to completely new interfaces and OS's and what not that you're asking about. There isn't a great answer to this question as you are dealing with two different types of beasts...
