Need help tethering on OS 3.0,

tried Internet tethering through USB and Bluetooth and both didn't work. I first connected to a security wifi spot using my phone, turned on Internet tethering and chose USB only while it is connected to my laptop because I don't have the pw for the wifispot but my phone has it autosaved.It didn't work so I tried Bluetooth and my laptop is able to establish a connection but not join the private network. Now, the Internet tethering option is gone under Network. Does anybody knows how to make it work and how to make the option appear again?

I just did some googling and it seems like tethering will only work through cellular data network. Is it true? Regardless, does anybody know how to make the Internet tethering option appear again?
