Syncing Bookmarks

Hey all,
I primarily use FireFox 3.0 with Vista. I've tidied up and deleted all old bookmarks. I backed them up to an HTML and imported them to IE8. Now, in iTunes, I told it to sync from IE, however, only around half of them are showing up in Safari on the iPhone. Any ideas why?
Also, how do I manually import bookmarks into Safari on my PC?
