Cant understand Sync

My friend has an iphone, he bought some apps from iTunes store using iTunes card, then he formated his PC, reinstalled itunes, there were no apps in iTunes, but its ok, he went to File>Transfer iTunes Purchase and the apps are back.

The thing is i thought apps are stored in Account(iTunes account) whenever u sign into iTunes account, the apps will come to iTunes no matter which PC u r using??

No they are stored locally on your machine. You can redownload apps that you have purchased

he went to the iTunes store to download those apps again, but again there it was written BUY APP, so he gave up the idea of downloading it.

You mean downloading the same app again will not cost him any money right?

Assuming the same user is logged in and the computer is authorized, The BUY option should be followed by an 'already purchased' window and the download proceeds without a charge.
