Yeah i managed to write a DLPlugin toggle and it works.
INSTRUCTION: COPY SafariDL folder to /var/mobile/Library/SBSettings/Toggles

There are some tricky things:
1. Toggle crashes when there is not enough mem. Same as edge toggle.
2. You have to "chown mobile /System/Library/Internet\ Plug-Ins/File\ Download\ Plugin.webplugin/Info.plist" (just write this command as root in terminal).
