need help please!, charging please wait scrren, wont go away

i have a 4gb iphone and someone pushed me into the pool while i still had it in my possession.When i plug it into the wall it says charging please wait, and i have left it on charge for over a couple of days , but it still stays on that screen. When i connect it to my computer and go to recovery mode it works fine but when i go to install or restore the firmware it restarts shows a white screen for about 2 seconds then turns off and itunes gives me a 1604 error. What can i do now?

i tried that and it didnt work either, what i think it is is the battery, i think the battery isnt able to maintain a charge anymore, any other recommendations or ways on how to get a spare battery cheap
