Thats just for the 3.0 firmware, not for a DEV account. The devs have to activate the firmware by registering your UDID. I think thats what he was referring to in his title "Apple iPhone 3G Firmware 3.0 & Developer Registration!!"

But good find! Thats a dollar cheaper than most devs are selling it for!
