Are stores starting to receive new phones with the 2.30 baseband already?

Does it matter? Can you do something different on the old baseband that you can't on the new?

People have started reporting that new phones have 2.30.03 BB - and also reporting that 3G reception on AT&T seems to be suffering with 2.30.03 (I've only seen one) but the lack of YellowSn0w does make buying decisions more difficult.
