Can I unlock an "inactive" Iphone?

Do you know if I can buy an Iphone and unlock it even not having an AT&T account, meaning not even having it active with AT&T in the first place?

I am planning on buying one in the US, unlock it manually (software) and insert my SIM card to use it here with my GSM carrier...

I was wondering the same thing, but I dont want to use it as a phone, just for the ipod, email and camera. What would it be called to just use it as an ipod? Jailbreaked or unlocked?

for that purpose you should be able to use the other hardware released by Apple, the Ipod Touch. It should be the same as the Iphone - the phone functionalities

thats what i did i got brand new iphone sealed in a package from craiglist 8gb around 280 dollars and and without activation i hacked the phone ,i mean to say i opened the system and jailbreaked it without any problems with i brickr and bought iphonesimefree application online for 50 bucks and got my iphone unlocked and now it is working on t mobile....

so its kind off brand new unboxing to unlocking directly
i m now a happy person ....
need any help regarding hacking,accessing th iphone without agreement getting it unlocked mail me back il help u out

You need a phonebook sim (iPhone 4 Micro Activation Sim Card also for 3gs, 3g, 2g on eBay (end time 10-Sep-10 00:57:16 BST))

Or, alternatively, I just went to the Vodafone shop and bought a pay-as-you-go SIM (my phone was locked to them) to activate then jailbroke.
