You tube is going to be hit or miss as not all of their videos are available in high quality. Two things happened, one they started to use the new h264 standard which made flash very high quality but still retained the compression and size. When iphone came out youtube made a good deal of their videos compatible, however you cant really take a low quality video and make it better or clearer.
You can but only to a certain degree...
Now remember there are tons of duplicate videos uploaded to youtube, so say you saw an older version of numa numa it would be in the lower rez, but if someone uploaded one today it would probably be a better version because its encoded diffrently
That is of course depending on the original video of course.
